RADAR REFLECTORS IN INFLATABLE LIFERAFTS:
Not Currently Required

Based on a USCG request, ABS has notified its field offices that because an "efficient radar reflector" for liferafts is not available, the requirement in the SOLAS/LSA Code that they be included in inflatable liferaft equipment packs need not be enforced.

USCG noted they had received several inquiries from industry customers concerning surveyors writing them up for not having radar reflectors in Coast Guard approved liferafts.

USCG noted that "IMO MSC/Circ. 447, which is still in effect, specifies that because an"efficient radar reflector" for liferafts is not available, the requirement in SOLAS/LSA Code that they be included in inflatable liferaft equipment packs need not be enforced. The United States still does not consider "efficient radar reflectors" suitable for liferafts to be available, and therefore our regulations at 46 CFR 160.151-21(n) specify that the radar reflectors need not be included in liferaft equipment packs provided that the container is marked accordingly."

Members that experience this enforcement problem should remind the Surveyor of the above IMO and USCG policy.
